Strike-hit Nigeria 'to drop price of petrol'
Nigeria's President cnc stone router Goodluck Jonathan has announced an immediate drop in the price of fuel, following a week of strikes and protests.
Mr Jonathan said the price would drop by around 30% in recognition of the "hardships being suffered" by people.
Nigeria has been paralysed by strikes and protests over the government's decision to scrap fuel subsidies.
The removal of subsidies from 1 January caused petrol prices to rise from 65 naira ($0.40; £0.26) to 140 naira.

Mr Jonathan's speech comes after a weekend of talks with the unions failed to prevent the strike from continuing into a second week.
Abdulwaheed Omar, president of the Nigeria Labour Congress union, said he would urge his members to "stay off the streets... because of the security situation" but stressed the nationwide strike would continue.
Protests over five days last week led to the deaths of several people. Some 600 people were wounded, according to the International Red Cross.

Rwanda genocide: Kagame 'cleared of Habyarimana crash'

Online poker: US states gamble on making it legal
Each year, an cnc wood router estimated 10 million Americans participate in an activity that is ostensibly illegal: online poker.
In recent years, the US Congress has done its best to prohibit online poker.
While it has not made online poker an outright criminal activity, it has passed legislation setting up a strict system outlawing financial transactions related to the game.

But that might be about to change, if cash-strapped states have anything to say about it.
Moves are afoot in Iowa, Florida, California and Nevada to legalise online poker, in part to help close yawning budget gaps.

But opponents of legalisation are ready for a fight.
'Predatory industry'
Social conservatives generally worry about the effect of easily accessible gambling in the home, particularly its allure for plotter problem gamblers.

Les Bernal, executive director of the Stop Predatory Gambling group, sees an unholy alliance between government and the gaming industry.
"It's not like average citizens are calling up the government saying 'we want more places to lose money'," he told cnc granite router the BBC.
"Government, in partnership with the million dollar gambling business, is actively encouraging people to lose money."
He calls gambling "the most predatory industry in America", arguing that the business model depends on addicted or heavily indebted individuals losing large amounts.

But poker enthusiasts across the country tend to make a distinction between poker and other forms of gambling.

Hogwash, says Keith Whyte, executive director of the National Council on Problem Gambling (NCPG).
In his line of work, he says, drawing a distinction between poker and other forms of gambling is "pretty ridiculous".

"The reason poker is popular, exciting and pre inked stamp profitable is because it's gambling," he said.
NCPG is completely neutral on the issue of online poker - in its view, addicted gamblers have a problem regardless of the forum in which they play.
But if online poker is legalised, Mr Whyte sees important opportunities for regulations that could help prevent problem gamblers getting in too deep.
He points to the UK as a leader in policing online gambling for the protection of players. There, sites are required to verify identities, link to help services for addicts and provide support for those self inking stamp services.
Following the British lead, he is lobbying American lawmakers to ensure that regulations mandate things like deposit limits - where a player can specify the amount he or she is willing to spend in a given day or week so they do not get too far into debt - and self-exclusion rules, where an individual can ban him or herself from a site for a period laser engraving rubber stamp of time.
He also s***ests cooling-off periods when players reach their limits, and wants to see protections against fraud and player collusion.
Mr Whyte says there are more opportunities to monitor problem behaviour in online poker than, for example, when somebody walks into a betting agency to wager on horse racing.
Federal action
The PPA is somewhat wary of the push by individual states to legalise online poker.
State-based laws would only legalise games within that state. But for sites to attract players, they need to offer lots of games - hundreds - at all times of the day and night, with different buy-ins and laser cutting wood skill levels.
The PPA would prefer national legislation.
Mr Pappas is hopeful that, after several aborted attempts, Congress will act on online poker this year.

Senate Majority Leader Harry Reid and the leading Democrat on the House Financial Services Committee, Barney Frank, are leading the charge.
"There's a recognition that the status quo is untenable," Mr Pappas says.
"It's a growing industry, with jobs and revenue laser cutting acrylic and it is all based overseas. To the extent that there are consumer protection issues, there is no US oversight.
But perhaps more important to Mr Pappas is the game's quintessential American-ness. He fears that in shifting from the kitchen table to the computer table, opponents have sullied the game's cultural history.
"Americans watch poker on television. The vast majority have played with their parents, kids or friends," he says. "It's flat bed laser cutting machine a game that encapsulates the American spirit. It's part of Americana."

Clinics 'should offer to remove PIP breast implants'
Private clinics laser engraving machine have a "moral duty" to remove banned PIP breast implants from women they operated on, the government says.
The NHS will cover the costs for women who had the implants fitted by the health service and who are anxious to have them removed, it added.
The NHS will also remove the implants if the private clinic no longer exists or refuses the patient.
Around 40,000 women in the UK have been fitted mini laser engraver with them.
It is thought 95% of women had the operation privately, 5% on the NHS.
The French authorities have offered to pay for implants to be removed due to a high risk of them rupturing.
Czech and German health authorities both recommended on Friday that women in those desktop laser engraver countries with PIP implants should have them removed.
'Moral duty'
The UK review was ordered because of conflicting data about the risk of the implants rupturing and leaking non-medical grade silicone into the body.
The French authorities quoted a rate of 5%. The UK's Medicines and Healthcare products Regulatory Agency (MHRA) initially said the rate was 1% - in line with other vinyl cutter implants.
There were reports of rupture rates of 7% from one cosmetic surgery group, Transform. However, it says that rate was based on just seven out of 108 patients it fitted with PIP implants since 2005.
Transform chief executive Nigel Robertson accused the MHRA of a failure in its duty to "monitor and routinely audit" the use of the implants.
"The NHS and the cosmetic surgery industry used cutting plotter these products because they had been approved by the MHRA for medical use and carried a CE mark to that effect," he said.
The agency must bear responsibility for the current situation, he added.
But in response, the MHRA said the CE mark had to be authorised though an independent third-party organisation in all but the lowest risk products.
It added: "The MHRA's key role is to monitor and investigate reports of device-related adverse incidents and take appropriate laser tube action to prevent their recurrence."
The agency said it had continually monitored the safety of the PIP breast implants and immediately advised clinicians not to implant them once the French authorities informed them desktop cnc router of the use of unauthorised silicone gel.
It also said it commissioned toxicity tests on the gel, the results of which concluded there was "no safety issue" related to the material.
The health secretary, Andrew Lansley, said: "The data available to the experts has not been good enough to enable them to give a clear recommendation of the risk posed by mini cnc router PIP implants."
The review committee could not determine if the rupture rate was higher for PIP implants.
However, it said it was "undeniably the case" that the implants were not medical grade and should "not have been implanted in women in the first place.
"We have always recommended that women who are concerned should speak to their surgeon or GP. The NHS will pcb cnc router support removal of PIP implants if, after this consultation, the patient still has concerns and with her doctor she decides that it is right to do so."
A ruptured PIP implant and a normal one
He added: "We believe that private healthcare providers have a moral duty to offer the same service to their patients that we will offer to NHS patients - free cnc routers information, consultations, scans and removal if necessary.
The implants of NHS patients will be replaced. Private patients refused by their clinics will be able to have their implants removed by NHS surgeons, but will not be offered replacement cosmetic implants.
The government said it will: "Pursue private clinics with all means at its disposal to avoid the taxpayer picking cnc wood router up the bill".
Prof Sir Bruce Keogh, the NHS medical director who led the review, said: "On the basis of the information we have, we do not think it is necessary to recommend the routine removal of these implants.

Prof Keogh told BBC Newsnight the NHS "is offering something that is a much better solution... of informed, personalised decision making".

Sally Taber, the director of the Independent Healthcare Advisory Services, which represents the large format plotter majority of private clinics, said 60% of the implants were fitted by four companies: Harley Medical Group, The Hospital Group, Transform and Linia Cosmetic Surgery.
She said the companies were considering their position, wanted to examine how the measures would be paid for and were seeking further discussions with the Department wide format plotter of Health.
Spire Healthcare says it will follow the governments recommendations. Its clinical director, Dr Jean-Jacques de Gorter, said: "We have a duty of care to our patients.

Nuffield Health's group medical director Dr Andy Jones said: "Any patient who had a PIP implant in one of our hospitals can be assured that they will continue to receive the help and attention they need.

UPDATE 6-Woodford drops Olympus CEO bid, to sue for unfair dismissal
The ousted British cutting plotter CEO of Olympus Corp, who blew the whistle on a $1.7 billion accounting fraud, dropped his bid to return to the medical device maker, blaming cosy ties between its scandal-tainted management and big Japanese shareholders and saying the saga had taken its toll on his family.
Michael Woodford's campaign against its management rocked the once-proud maker of endoscopes and cameras, but failed to win over Japanese laser tube institutional shareholders including Olympus' main lenders, who support a board that has been castigated for insufficient oversight.
"Despite my having done the right thing, none of the major Japanese institutional shareholders have offered one word of support to me," Woodford said in a statement.
The decision by Woodford, who was fired in October after just two weeks as chief executive, leaves foreign shareholders who want a new slate of directors, including U.S. fund manager Southeastern Asset Management, without a champion to lead any proxy battle when the company convenes desktop cnc router an extraordinary shareholders meeting as early as March.
Woodford told a group of journalists on Friday that he would sue Olympus for unfair dismissal and had instructed his lawyers to begin legal action in Britain. Olympus said in October it was sacking Woodford because he had failed to understand the company's management style and Japanese culture.

LAX GOVERNANCE
The scandal at the 92-year-old firm revived concerns about lax corporate governance at Japanese companies generally and sparked cnc router speculation that organised crime syndicates were involved in the cover-up.
An external panel appointed by Olympus to investigate the scandal in December issued a scathing rebuke of core management but said it found no evidence that gangsters were involved.
The company's main lender and major shareholder Sumitomo Mitsui Financial Group (SMFG) is backing existing management led by CEO Shuichi Takayama, which is seeking a capital tie-up with a rival firm to bolster cnc routers Olympus' *******s.
Olympus' net assets are dangerously thin after it corrected its accounts to include the effects of the 13-year accounting fraud.
Shareholder equity was just 42.9 billion yen ($556 million) at end-September, or 4.5 percent of total assets - less than a quarter of what is seen as a healthy cut-off. A 20 percent proportion of equity would imply that it needs to raise about 150 billion yen in fresh equity.
Japanese media have reported that Sony, Fujifilm Holdings and Panasonic Corp are among those that may ride to the rescue of cnc wood router Olympus.
Japan's big banks such as SMFG and Mitsubishi UFJ Financial Group are often cornerstone investors in Japanese blue chips, with major equity and debt holdings. That puts them in a powerful position to influence board decisions.
In a sign that lenders are in the driving seat at Olympus, the company appointed industrialist Shiro Hiruta, with connections to Olympus' biggest lender SMFG, as the head of an outside panel to advise the firm on a management shake-up.
SMFG, which declined a request from Woodford woodworking cnc router for a meeting, holds a 3.4 percent equity stake in Olympus as well as 227.5 billion yen ($2.95 billion) in outstanding ***** and bonds, according to company data and sources.

He took aim at Japan's system of cross-shareholdings in which investors hold shares to cement business ties.
"The cross-shareholding system in Japan, while clearly serving the country well in the years following the Second World War, is in today's world wood cnc router harmful," he said.
"Such a compliant approach removes one of the essential safeguards in relation to governance and also allows the boards of companies which are underperforming to remain in office."
Nippon Life Insurance Co, one of the firm's biggest shareholders, said it had no comment.
Woodford, who had described his experience after blowing the whistle at Olympus as resembling a John Grisham thriller novel, said he plotter was discussing a book deal of his own.
"I am very motivated to keep preaching the word about how it happened and why it happened," he said, adding his decision to give up on a proxy fight was "a huge weight off my shoulders".
Olympus shares closed 2.1 percent higher at 1,053 yen.
The shares have lost about 60 percent of their value since the onset of the scandal, although they have stabilised as the market gained large format plotter confidence that the company could avoid a humiliating delisting of its shares that would effectively cut it off from the equity market.
"From a general perspective, I'd say Woodford's move to end his campaign was expected. Investors that were buying Olympus shares hoping for his return are disappointed and dumping the stock," said Masayoshi Okamoto, head of wide format plotter dealing at Jujiya Securities.
"But there are many other perspectives on Olympus and why it is still trading at this level. There are obviously many investors that think that even without Woodford, the company has such a strong market share (in endoscopes) that it has value as a possible for TOB (potential acquisition cnc stone router target)," he added.

Why West Africa cannot break its drug habit
The recent seizure of vinyl cutter more than two tonnes of cocaine, worth an estimated $1bn (about £675m) in The Gambia has once again shone a light on West Africa as a major transit point for narcotics making their way from Latin America to Europe.
However, in the last three years, seizures of narcotics have gone down in the region. The latest figures available from the UN Office on Drugs and Crime (UNODC) show that 5.5 tonnes of cocaine were cutting plotter seized in West and Central Africa in 2007 whereas an unconfirmed 15 tonnes passed through a year previously.

But despite the falling figures, the UNODC and people on the ground in West Africa say that the drugs trade is on the increase.
It is just that the traffickers are getting more sophisticated laser tube and the narcotics are getting harder to seize.
"Criminal organisations understood that there was a lot of noise, a lot of talk in the media, so they stood back to assess the risk," says Cyriaque Sobtafo, deputy regional representative of the UNODC in the Senegalese capital, Dakar, referring to the media attention on Guinea-Bissau and Senegal after massive drugs heists in 2006.
"But they saw that the risk desktop cnc router hasn't really changed. There has just been a repositioning of the criminal groups - they have changed their way of operating."
This latest haul in the Gambian capital, Banjul, and one in Liberia last month in which four tonnes of Colombian cocaine thought to be en-route to the Unites States were found, s***ests that the narcotics trade is mini cnc router alive and well.
Multinational middlemen
Traffickers are using new entry-points and shipping ever-larger quantities of the drug in increasingly innovative ways.
"There was a time last year when narco-traffic slowed right down," says Lucinda Ahukarie, head of the pcb cnc router Judiciary Police in Guinea-Bissau.
The small West African country has traditionally been the main point of entry for cocaine because of more than 80 largely uninhabited islands off its coast and the lack of law enforcement capabilities.
"Now it has started again," she says - throwing her hands up, but declines to say why.

The drugs are brought in by cartels from cocaine-producing countries like Colombia and Venezuela by plane across the Atlantic.
Traditionally it was Latin Americans doing the deals but now Russians, Ukrainians, Dutch, Lebanese and Moroccans are thought to be involved, with many more acting as middlemen and agents on the ground.
There are also reports that cnc routers Nigerians, who use their infamous international criminal networks to disperse the drugs once in Africa, are now working direct with the drug producers in Latin America.
The cartels use politically unstable countries like Guinea-Bissau as a transit point, landing twin-propeller planes on the small landing strips cnc wood router that dot the region.

The traffickers use ground agents to disperse the drugs across porous African borders and onwards to Europe, either by boat or on commercial flights to Europe with human mules carrying woodworking cnc router cocaine in their stomachs.
But while many African governments, supported by the European Union, the United Nations and countries like Spain and France, are working to stem the trade, the trafficking methods are getting ever more sophisticated.

These factors, say the UNODC, s***est that the traffickers are finding new ways to transport the drugs through West Africa.
What is likely, said one high-level official in Guinea-Bissau who did not want to be named, is that drugs production, like in its larger neighbour Guinea, is going on somewhere deep in the bush.
There is also evidence, he said, that opium is making its way from Afghanistan, through the Middle East and into West Africa on its way to the consumer markets in the United large format plotter States.
Political instability in places like Guinea-Bissau, whose legal and security frameworks are already dangerously fragile, is crucial for drugs traffickers to keep using the country as a point of entry to valuable consumer markets in Europe.

"Those events were all organised by the military to have a free way for bringing in drugs," said a local analyst who asked not to be named.
Large amounts of money are made trafficking drugs through the weak states like The Gambia and Guinea-Bissau, but the cnc stone router process does not stop there.
The profits go on to countries with stronger economies, like Senegal and Ivory Coast, to be "cleaned" in formal businesses like bars and in the construction business.

Syrian activists urge mass rally amid observer visit
Syrian activists laser cutting equipment have called for massive street demonstrations on Friday against President Bashar al-Assad, as Arab observers continue their mission.
Correspondents say the presence of the monitors has emboldened the protesters, despite further killings.
Up to 40 died on Thursday, activists said, mostly after security forces shot at crowds gathered in areas expecting a visit from the laser cutting system Arab team.
At least 5,000 are believed to have died since the revolt began in March.
The Arab League peace plan calls for a complete halt to the violence, the withdrawal of all armed forces and the release of all detainees.

The presence of the monitors has encouraged protesters to come out on to the streets in big numbers, and it has also emboldened them to take risks they might have shied away from before.

At least 120 people have died since observers arrived in the country on Monday, according to activists.

On Thursday, the Syrian Observatory for Human Rights said at least four people were killed when security forces opened fire outside a mosque in Douma, a suburb of Damascus.

New North Korean Leader Meets Key South Korean Delegation

Newly-anointed North Korean leader Kim Jong Un met Monday in Pyongyang with a private granite cnc router delegation of prominent South Koreans, in his first public encounter with foreign visitors since the death of his father was announced last week.

The cost conundrum for East and West
US retailers may turn to other sources as Chinese companies start to lose manufacturing edge
Purchasing cnc wood router demand for Chinese goods has slowed a tad in the United States as higher manufacturing and shipping costs are prompting US retailers to turn to cheaper destinations in a bid to crank up profit margins.
Though most of the new orders are believed to be flowing into emerging economies, many retail industry experts still say that China still has the best woodworking cnc router brand equity in the US.
"Retail executives have told me that some low end orders are being routed to countries like Vietnam, Indonesia and Bangladesh," says Erik Autor, the International Trade Counsel for the National Retail Federation (NRF), the world's largest retail trade association. "There might be wood cnc router some empirical data on it but I am yet to see it," he says.
The US Commerce Department, the National Association of Manufacturers, the US Trade Representative and the Toy Industry Association, some of the agencies that provide data on the retail trade in the US, also did not have any figures to support the claim that manufacturing is being routed to newer plotter locations.
The latest CNBC All-America Economic Survey shows that the average American plans to spend $751 (570 euros) on gifts this year, up 22 percent from last year's spending plans. That number would represent a 4.6 percent gain over the actual holiday spending in 2010 as measured by the NRF. It should also come as a welcome relief for US retailers who have been facing a torrid time for the last few years due to the large format plotter economic woes in the US.
Though much of the spending resurgence will be driven by the wealthy, every income group, including those with salaries of $30,000 or lower, will spend more this year, says the survey.
But the euphoria in the US retail sector has not had a transformational effect on companies in the Pearl River Delta region of wide format plotter Guangdong province in South China. Contrary to earlier years, companies here are languishing as reduced order intake this year from Europe and the US has triggered fears that Christmas orders would eventually be shifted out of China.

However, Autor says the evolution of China's rapidly growing economy is an inevitable trend of economic development.
"China is losing out on the lower-end consumer products like cheaper shoes and T-shirts. But at the same time its manufacturers are steadily moving up the value chain and focusing more on higher-end electronics, computers cnc granite router and capital goods," Autor says.
According to him, the decision by some US retailers to seek alternate manufacturing locations is not necessarily a conscious one.
"Investment just migrates to these places," says Autor. "Vietnam has a skilled work force, low labor costs, and specializes in apparel, furniture, food products, footwear and consumer electronics."
Major US retailers like Walmart Inc and Target have indicated that they have no plans to reduce their retail intake from China. "China has been and will continue to be a very important sourcing market for Walmart. We are committed to a long-term, mutually beneficial partnership with our suppliers in China. Target, on its part does not even mention China when asked to comment. Autor doesn't think the recent wave of "China bashing" by US politicians has affected retailers' choices. "Retailers don't view China as a threat," he self inking stamp says.
To some extent, the slowdown in external demand for Chinese goods has also been prompted by the 12th Five-Year Plan (2011-2015), which calls for an increased emphasis on Chinese consumers.
"China is going to continue to be a significant economic force, but won't be as competitive as its costs increase. It is no longer going to rely laser engraving rubber stamp on the (unstable) European markets for growth and instead will be relying more on domestic consumption," Autor says.
"Home textiles were doing well (in the US) during the booming housing market. But when the housing market hit the bubble here, the industry took a huge hit," Autor says. In respect of some assistance
For months, European laser cutting equipment leaders and International Monetary Fund officials have been hoping that China will lend a hand to save the euro.
In August, Premier Wen Jiabao said that China was ready to assist Europe in its hour of need. But he proposed certain conditions should be met before China extends a helping hand, including the European Union's recognition of China as a market economy.
Europe's leaders, however, have not agreed to this, or laser cutting system indeed any other of Wen's conditions.
Hence, in December, at the Lanting Forum in Beijing, Deputy Foreign Minister Fu Ying declared that China could not help the euro.
"The argument that China should rescue Europe does not stand, as reserves are not managed that way," she announced.
European commissioners and lawyers are currently engaged in a heated debate about whether the World Trade Organization should laser machine automatically grant China this status in 2016. Whatever the outcome, the benefits are marginal; the primary benefit of market-economy status for China is that it would preclude anti-dumping charges under WTO regulations.
Despite being largely symbolic, market-economy status is important to China. Many Chinese believe that to deny China market-economy status is to dismiss the last 30 years of often wrenching reforms. Western countries still view the Chinese system as authoritarian in many respects, but the picture is not that black and white. After 30 years of transformation, China's economy, society, and, to some extent, its political system, have changed profoundly.

Before 2004, when China's burgeoning current-account surplus became an international issue, the West believed that China was moving in the right direction, that is to say, becoming "more like us". Now though, that belief is faltering, especially because China has become more assertive since the global financial crisis began laser cutting in 2008.
But China's assertiveness is not groundless. Given its extraordinary economic record, China has reason to feel proud; and, having long been a student of the West, China has more than enough reason to ask why the teacher is in such difficulties.
In the end, admitting China fully into the international community would help to transform it into a more open society. But the West must laser engraver keep in mind that China is not interested only in material benefits, such as access to Western markets, or a greater presence in international organizations. US trying trick for its trade

Experts urge Europe to look toward Asia-Pacific
As the world's center of gravity shifts toward the Asia-Pacific region, concerns are growing in Europe that the former center of global cutting plotter geopolitics may be sidelined.
European politicians and analysts have urged Europe to shift its focus increasingly toward the Asia-Pacific, following Washington's strategic adjustment toward the region.

Time to turn vision into reality
Dec 4 marks the laser cutting wood 25th anniversary of the adoption of the Declaration on the Right to Development by the UN General Assembly. On this historic occasion, people all over the world, those in developing countries in particular, should pay tribute to those who have made great contributions to the recognition of this important human right.
Though the constituent elements of the right to development are embodied in the UN Charter and other UN human rights instruments, such as the International Covenant on Economic, Social and Cultural Rights, it was in 1972 that Judge Keba laser cutting acrylic M'Baye of Senegal advocated that development should be regarded as a right. The UN General Assembly subsequently authorized a study on this issue in 1977.
In 1986, the United Nations endorsed the Declaration on the Right to Development, which clearly states: "The right to development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully flat bed laser cutting machine realized".

Govt tries to soothe companies' concerns
Foreign laser cutting equipment enterprises doing business in China are enjoying many preferential investment policies compared with their domestic counterparts, said Vice-Premier Wang Qishan on Monday.
"In laser cutting system many sectors, the treatment provided for foreign businesses are still better than those for Chinese domestic companies," said Wang, responding to complaints by foreign companies about the investment laser machine environment in China. "If there was anything the Chinese government could improve, it could be market access."

From January to October, China's FDI surged by 15.8 percent to $95 billion, almost equal to all of last year.

Suit claims oil spill harmed fishermen
A lawyer representing laser cutter 30 Shandong province fishermen feels confident about his chances of succeeding in a lawsuit he recently filed against companies he believes are responsible for the ongoing oil leak in Bohai Bay.
Jia Fangyi, a laser cuttinglawyer at the Beijing-based Great Wall Law Firm, is asking for the parties that are found responsible for the leak to pay 30 million yuan ($4.7 million) in compensation for the economic damage they laser engraver caused.
His clients calculate that amount will be enough to make up for the loss of their early investments - estimated to be worth 7 million yuan - and their average laser engraving machine yearly profits of about 13 million yuan to 14 million yuan.
Jia said the 30 fishermen only constitute a small number of the people who have been harmed by the disaster and that more than 700 are awaiting mini laser engraver compensation.

"It is like a car accident that many people die in," he said. "But instead of saving (the other victims) at once, the authorities are spending months wide format plotter to investigate what's wrong with the car."

EU toughens regulation on credit rating agencies
The European Union (EU) unveiled Tuesday cnc router proposals to toughen regulations on credit rating agencies (CRAs) to prevent them from "increasing market volatility further."
"Ratings have a direct impact on the markets and the wider economy and thus on the prosperity of European citizens. We can't let ratings increase market volatility further," said Michel cnc router Barnier, European Commissioner for Internal Market and Services.
Though the most controversial proposal, which s***ests the credit rating of a country can be suspended in "exceptional circumstances", had to be postponed due to strong opposition from some EU member laser tube states and CRAs, Barnier said the EU had put forward plans to toughen the regulatory framework for CRAs.
Speaking at a press conference following an EU meeting, Barnier said the proposals were designed to "reduce mini cnc router the over-reliance on ratings and improve the quality of the rating process."
The proposals, which need to be approved by the European Parliament and each EU member states, have outlined a general obligation for investors to do their own risk assessment.
"Credit rating agencies should follow stricter rules, be more transparent about their ratings and be held accountable for their desktop cnc router mistakes. I also want to see increased competition in this sector," Barnier told reporters.
The proposals require CRAs to disclose more and better information underlying the rating decisions so that investors would be better informed to make their own judgments.
CRAs would also have to consult rating decision issuers and investors on any intended changes to their rating cnc stone router methodologies, and such changes would have to be communicated to the European Securities and Markets Authority (ESMA) which would check the legitimacy of the move.
The reform package came as the most aggressive effort by the EU to rein in an industry that some European leaders have blamed for exacerbating the sovereign debt crisis with "subjective" rating decisions.
Greece, Ireland and laser cutting equipment Portugal all suffered downgrades that sharply pushed up their bond yields over the past two years, before asking for international bailouts.

Philippines Aquino: Pursuing corruption or just Arroyo?

That prompted accusations that the government was creating a constitutional crisis by defying the Supreme Court which is due to hold a special session on Friday to hear the flash stamp machine government's motion.
Aquino and the court, dominated by Arroyo appointees, have been at odds since before he took office.

Aquino's family name was his biggest asset in his election victory last year.
Not all see purely noble intentions in Aquino's actions but rather the playing out of rivalries within the elite. He is a nephew of one of the staunchest allies of Ferdinand Marcos. "I don't see any change; the same type of things happening before are taking place again," Benito Lim, political science professor at the Ateneo de Manila University, told Reuters.

The president has been criticized for the appointment of friends to government jobs, and for being too heavily influenced by his family connections.
While Aquino has made efforts to counter various strongmen cnc router and kingpins, he has been cautious because there were groups within his circle who resisted such moves, Casiple said.
"Don't expect him to be an activist," he said.
"He is not a hero on a white cutting plotter horse, but he is our best bet to introduce reforms in our political system."

Van, truck collision kills 18 children

A head-on collision desktop cnc router between an overloaded van and a coal truck left at least 20 people - including 18 preschoolers - dead and another 44, mostly children, injured on Wednesday.
The van, which contained nine seats and had been converted into a school bus of sorts, was traveling in Yulinzi township in Qingyang city, Gansu province, at 9:40 am, when the crash occurred. Sixty-four people were aboard mini cnc router it - 62 children, a teacher and a bus driver - said a statement from the city's work safety bureau.
They were on their way to the Little Doctor Kindergarten in Yulinzi township.
Four children and the bus driver died at the crash scene, and fifteen others were confirmed dead by midday, the bureau said in a news release. Of those who were injured, 13 are in laser tube serious conditions.
"The most seriously injured children have been transferred to the hospital in Qingyang city, and the more slightly injured are being treated in the hospital in Zhengning county," said the chief of cutting plotter the province's emergency-management office, who declined to provide his full name.

He said the cause of the accident is still being investigated and the provincial government will hold a news conference later to discuss the latest events in the case.
The General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Public Security and the Ministry of mini cnc router Education have formed a group charged with investigating the crash. It began that work on Wednesday.
The second vehicle in the crash, the coal truck, bore a license plate from Shaanxi province. The police have detained the person who drove it.

Every bus must also be equipped with a teacher's seat, two emergency exits and a "black box" that can be used to laser cutting system record accident data. Two teacher's seats are required for vehicles that carry more than 40 students, the regulation says.

Why do the regulations not have their intended effects?
